The platform above the urban oasis is cantilevered.

The view from the platform is there for those who appreciate it - as is the case with so many designed elements in our urban surroundings. In the case of site specific art such an item is an extra I think an artist has another approach to making an environment than a city planner, or even a landscape architect.
