In the summer of 2006, Lucien den Arend was invited to apply for the commission. As it was an open application, 239 artists applied. The semi finalists who were selected to make a proposal were Dennis Adams, James Carpenter, Lucien den Arend, Martin Donlin, Janet Echelman, Larry Kirkland, Emanuel Martinez, Dennis Oppenheim, Tom Patti, Martha Schwartz and Daniel Winterich. At the end of October the selected artists presented their proposals in Denver. In December 2006 the selection team chose the proposal of Dennis Oppenheim to be further explored.
