Just under Rotterdam this is the first area where the history of the historic Dutch landscape has not drastically been altered. The Climatic Buffer Zone has been designed to appear to be part of this landscape, but it will actually be a makeover with a different function - a function to keep Holland dry and clean. The need for such an area in the vicinity of Rotterdam is nonetheless great. The sculpture will in essence complement the buffer zone and present itself as a transition from the high tech Rotterdam area to a man-made natural one.
